KILL DEVIL HILLS, N.C. — The Kill Devil Hills Police Department announced Tuesday the arrest of 17-year-olds Jaxon Riley and Tyler Matthews, local residents, in connection with the fatal shooting of 19-year-old Zane Thomas Hughes at Avalon Pier this past July. Authorities confirmed that both teens have been charged as adults due to the severity of the incident.
The shooting occurred at Avalon Pier, a popular destination in Kill Devil Hills, in what police described as a violent altercation.
